If the moral authority is 50% or above, it's enough to hold 3 holy sites.
I usually start in Sjaelland if I want to reform the faith, close to Zeeland and Braunschweig, and relatively easy to 'eat' your way north towards Uppsala and Naumadal.ītw, you only need all 5 holy sites to reform the faith if you have less than 50% moral authority for Germanic.
